The error given is the 1-sigma statistical error, derived from the measurement noise. The accuracy is estimated to be ~15% or 30 ppb, whichever is higher. The profiles are retrieved using pressure and temperature from GSFC Assimilation GG1%25X1 grid data interpolated to the DC8 flight curtain.
